Tombs, a successful business owner himself, created a legacy through his company, Tombs & Sons, known for its federal contracts providing food and maintenance services for military bases nationwide. The Chamber reflects this legacy by providing resources and support to new and existing businesses that promote prosperous growth.
Understanding the shifting employment landscape from manufacturing to service industries, the HBCC focuses on helping small businesses thrive. This is particularly crucial given that while small businesses account for a significant portion of the United States' job growth, they also have a high failure rate in their initial years. Minority chambers like the HBCC offer a means to reduce this failure rate, making them pivotal for the sustenance and growth of the Black business community.

The HBCC's commitment is evident in their generous offer to cover the application fees for the first 75 artists who apply to participate in the 18th & Vine Arts Festival.
